Я вообще тип храню папку в хоме, которая в репу на гитхабе отсылает конфиги. А в папке .config находятся ссылки.
А можно забить на облака и страдать

заменить на
from .dispatcher import Dispatcher
from .dispatcher import filters
from .dispatcher import middlewares

from .utils import helper
from .utils import markdown as md
и т.д.
