Интересно, что в ПРО Москвы то же предполагалось использовать и скорее всего используется ЯБЧ. Так что причиной скорее всего стал договор. Возможно продемострированная США возможность развернуть два района и способствовали заключению договра. Типа как принципиальное наличие Восточного очень способствует переговорам по Байконуру. 🙂
