It isn’t just red, but green, blue, yellow, and other colors can be found. Most often these colors are found at intersections or areas where roads merge. They do it to provide some contrast to the scene in order to alert the driver that something is different and that they should pay attention.
There are two ways these color roads are made; by adding coloring to the asphalt before putting it down or painting the road. Both methods had advantages and disadvantages. The advantage of the colored asphalt is that the surface does not become slippery in the snow or rain. Many a cyclist or biker has developed a touch of the asphalt rash as a result of having the back tire slip out from underneath on a turn. The disadvantage of coloring the asphalt is that it is considerable more expensive. Painting the road, is less expensive, but there is the slipping issue mentioned above. Near where a friend lives, is a walking path with a large section painted red with with figures of people walking. I suppose it was intended to alert drivers that they should be careful about pedestrians, but the red area is on a slope and with a few wet leaves on it is slippery as ice. Another disadvantage with paint is that when it starts to wear off, it gets to looking pretty bad.
I have also seen intersections with some type of sparkly substance added to the asphalt. This makes the intersection considerable brighter in the dark. In addition some asphalt roads use crushed roof tiles that will give the final product a slightly dark orange / reddish look.
