Each company's marketing department made different decisions. For Intel, they decided to market a minimum of 72x52nm FinFET transistor as "14nm". For Samsung/GF, who made AMD's 14nm processors, they went with a larger 78nmx64nm design. This is why people often say that Intel's 14nm is more analogous to other's 10nm node. It isn't exactly true, but in terms of transistor size its closer.
