Вот и напишите NCC, что теперь налоговая в РФ выдает документы в электронном виде. Лист записи бумажный им уже отправлял. Принимают без проблем вместо свидетельства о регистрации. Электронные документы пока не отправлял, т.к. не было практической необходимости. Но должны принять.
