Yes we have ELK stack or graylog for gathering logging data on production and testing clusters. However developer is still using ssh, tail, grep when developing and local testing. Is there any log gathering tool which is lightweight enough to use it on any developer machine?

В чем проблема писать в отдельный индекс логи с машин разработчиков? Посмотри на Seq.
