Problem
On condition that no XFP is installed, PCS statistics counter on NEO MIC(10GbE) can increment due to electrical noise detected by PHY. There is no software fix to stop the counter. It should be ignored because it does not have any impact on the functionality.
Triggers
The problem might be seen if following conditions are met:
* NEO xe port which is not connected with any XFP and link is down
