Ah.. Download your android 10 rom. Wipe system, data,vender, cache,dalvik then install rom and boot

It has been almost 5 mins now it is still at the loading phase

I think your device is encrypted.

I did format everything

It was encrypted first, it asked me for password so I format the device

Did you wipe partitions or did you "Format data"?

and after that I am trying to flash the ROM again over and over
