Generally, "code freeze" is done right before releasing a new major, but it's usually done for a few hours/days (maybe weeks in special cases).
It seems pulseaudio has just shifted into perpetual freeze. The "we're on a freeze since 14.0 is about to be released" state has extended for, apparently months.
