Вот это не точно. Т.е.все делят эти мощности?
Нашёл тут что это значение по умолчанию

whenever you create a Resource Pool it will “inherit” the default shares value, which equals a 4vCPU/16GB Virtual Machine, and whenever there is contention these will come into play. Keep this in mind when designing your virtual infrastructure as it could potentially lead to unwanted results.

Shares specify the relative importance of a virtual machine (or resource pool). If a virtual machine has twice as many shares of a resource as another virtual machine, it is entitled to consume twice as much of that resource when these two virtual machines are competing for resources.
