Yes. There is a group where you create and edit a polls together with admins (group mode is on)
And other groups and channels where you publish your polls.

2, add quanbot as admin
3, add quanbot to the group you want to make the poll
4, in xyz, /start - a new bot window opens
5, in xyz klick on group mode, two options: add chat, back
this is weird. Is there a step-by-step tutorial?

1. Set the group with a group mode.. /menu in QuAn pm, group mode, add chat (you should get the chat ID by typing /chatinfo command in that group). Done.
2. Invite in that group only admins whou will able to access the polls created in the group.
3. Type /menu in the admins group, channels/chats, add chat. It is for adding a groups and channels for direct publishing.
group mode should be switched on only in the admins group.

Imposible. We can set only lower limit.

Включить английский язык в боте, создать опрос.
