Qtum Neutron is middleware that allows multiple virtual machines to run on the Qtum blockchain. Qtum has also developed its own transactional design: Account Abstraction Layer (AAL). It was created in order to "translate" the language of the virtual machine into some code that blockchains can "understand" and then execute the smart contracts. Neutron is more advanced in what it can do and it will play a crucial role for the future of Qtum.

Qtum's offline staking (“mining”) mechanism will be based on Qtum smart contracts and UTXOs (Unspent Transaction Outputs). Users can delegate their staking rights to nodes that provide “staking services” through smart contracts, to automatically receive block rewards while keeping an offline status themselves.

Qtum staking works only for official Qtum Core wallet for PC. The UTXO model is crucial for the PoS algorithm to perform staking. Offline staking implies changes in the block/ transaction protocol and a change in consensus, and this can only be done with a hard fork, but it will allow people to stake from their mobile, hardware, and other software wallets.
