Since 2016 a cascade of anxious op-eds, magazine articles, and books for popular audiences has poured forth on the perils of populism in the wake of Brexit, Trump, and far right victories across Europe. If we do not rush to defend liberal democratic institutions, they warn, pluralism, minority rights, the rule of law, and democracy itself will perish from the earth. The left’s response to these jeremiads is to argue that the great acceleration of inequality and the erosion of democratic rule enabled by liberal democratic institutions over the last few decades are what produced this historic upsurge in right-wing populism. Indeed, a range of voices across the left in the last two years from the Sanders campaign to democratic theorists such as Chantal Mouffe and others, in magazines such as Jacobin and The Nation has called for a left populism as the most effective counter to the rise of the far right

Andre Gunder Frank - World Accumulation 1492-1789

This book studies the effects of cyclical fluctuations in the process of capital accumulation - the sixteenth-century expansion, the seventeenth-century depression, the cyclical swings between the Glorious Revolution in England in 1688 and the Peace of Paris in 1763, the Depression and the American, French, and Industrial Revolutions between 1762 and 1789. Frank connects the downswings or crises in accumulation to the changing leadership positions as they shifted from Italy to Spain and Portugal and then to Holland and Britain. He devotes particular attention to the successive incorporation into the single world system of Asia, Africa, and the Americas, whose economies and societies were transformed to contribute to the accumulation of capital in Western Europe and later in North America through exploitation, dependence, and unequal exchange.

In 1907, in the waning days of the Austro-Hungarian empire, Austria saw its first elections held under universal male suffrage. For some this was progress, but others felt threatened by the extension of the franchise and the mass demonstrations that had brought it about. The conservative economist Ludwig von Mises was among the latter. “Unchallenged,” he wrote, “the Social Democrats assumed the ‘right to the street.’” The elections and protests implied a frightening new kind of politics, in which the state’s authority came not from above but from below. When a later round of mass protests was violently suppressed with dozens of union members killed Mises was greatly relieved: “Friday’s putsch has cleansed the atmosphere like a thunderstorm.”
