The expectations are so varying among the people:) its not like a delta Dirac, the entropy in population is high, specially in Federal countries, so just majority and democracy can offer a solution
Actually, there’s this thing called the federal hierarchical structure of a republic, with local democracies. Which basically means that different regions can have many different policies according to what they deem best, and some policies may be decided on the city level. And only some, kinda the most important ones, are decided on the federal level.
And that’s why electoral college is a good thing, vs popular vote. Because if a lot of people (maybe the population majority) live in just a few states, the solutions of their liking can be applied to their specific states. Same to an extent if they are concentrated in a few large cities. All the other X-3.5 regions shouldn’t be burdened by policies they didn’t choose, that’s why it’s wise to up-weight the small states to prevent the tyranny of 51%.

Yes… say here in Russia we have popular vote — as the result, Moscow, St.Petersburg, and a few most populated Native Republics decide the vote. And we have 85 regions! And it’s really frustrating that the 75-80 regions live by the will of the other few, even though they may have vastly different needs. In addition, the governments below the federal level are nearly powerless and basically puppet.
