I’d counter that at the very start they may be quite useful as an additional aid, but not at the stage where we can have an independent conversation, however faulty.

Anton, I highly recommend you the "Graded Reading", whereas books are translated with English level in mind — from A1 to C2. You could pick a book in your local bookshop that would fit your level of English and progress robustly.
The thing is you will be slow without immersion. By all means, study your grammar, but come to us at times to practice conversation. Make a list of all media you consume — all of it — now switch it all to English.
Language intuition is the main thing you should focus on. When your language intuition hits the pinnacle and you are correct most of the time, that means you have acquired language fluency.
I think another test for fluency is that many things become easier to do in your acquired language than your native language. Let’s face it, some people will never be perfect at grammar even in context of their mother tongue — fluency still exists for them, though.
